With the increase in popularity of the marketplace services that gaming consoles offer, more and more companies are adding downloadable content for their games. This content can be absolutely anything, Halo release new multiplayer maps whereas GTA release new campaigns.
Adding game content helps to keep sites that write video game reviews, as well as the gamers happy, it helps to keep the game fresh with new things to find and do. It also keeps achievement whores busy because basically all the content packs come with new achievements.
